Poway Unified School District is partnering with the State of California through the Children and Youth Behavioral Health Initiative (CYBHI) to provide accessible, on-campus mental and behavioral health support.
Under California’s CYBHI program, school districts can seek reimbursement from health insurance plans—including Medi-Cal and private insurers—for physical, mental, and social-emotional services provided to students during the school day. This state initiative helps us expand campus resources and keep care easily accessible for every student.

Students without health insurance will still receive full access to all services through alternative district funding.
We understand parents may have questions about sharing insurance details. Here is what you need to know:
Your family’s privacy is protected under federal and state law, including FERPA and HIPAA.
What services are billed under the school-based billing program?
Will the district ever bill me for the school-based services that my child receives?
Do these billing programs (and my consent) impact my child’s insurance benefits in any way?
What information is shared, with whom, and what guarantees exist to ensure confidentiality of my child’s records?
Will the district stop providing services for my child if I do not provide my consent?
What if I change my mind after I have already provided you with my consent?
What does my consent do?
Why do you need my child’s health insurance information?
