Honoring Courage: Shoal Creek Principal Harmeena Omoto Recognized by San Diego County DA

SAN DIEGO, CA — Poway Unified’s Harmeena Omoto, Principal of Shoal Creek Elementary School, has been awarded the San Diego County District Attorney’s Office’s Citizens of Courage Award. This distinguished honor is presented to individuals who demonstrate exceptional bravery in the face of adversity or perform extraordinary acts of courage. Principal Omoto’s recognition is a testament to her commitment to the Shoal Creek students, families, and staff, and her steadfast resolve to ensure the school remains a safe haven.


Following a series of deeply troubling threats made against Shoal Creek Elementary in late 2023, Principal Omoto spearheaded efforts to strengthen campus security. While those steps helped restore a sense of safety on campus, ensuring long‑term accountability required action beyond the school grounds. Principal Omoto worked closely with local law enforcement and the District Attorney’s office as they investigated the threats and brought charges against the individual responsible.


Early in the case, the District Attorney’s Office encountered a significant legal hurdle: at the time, California law required criminal threats to be directed at a specific individual rather than an entity such as a school. To proceed with the prosecution, the District Attorney named Principal Omoto as the primary target. Throughout the investigation and subsequent legal process, she remained a steadfast pillar for her community. During the trial, she described the “paralyzing fear” caused by the threats and her refusal to allow a place of learning and hope to be defined by terror.


That advocacy sparked statewide change. Assemblymember Dr. Darshana Patel, a former PUSD Board member, recognized the dangerous gap in the law that this case exposed and co-sponsored Senate Bill 19. As a direct result of Principal Omoto’s courage, California law has been updated. SB 19 now allows for the prosecution of threats made against entities, not just individuals, including schools, hospitals, and houses of worship.


Principal Omoto’s willingness to stand in court and speak on behalf of her school community was instrumental in achieving accountability and advancing student safety across the state. It is this extraordinary poise and dedication to protecting others that led the District Attorney’s Office to recognize her as a Citizen of Courage. We are deeply grateful for her service, her leadership, and her courage.
