Poway Unified Announces Two New Directors of Special Education

SAN DIEGO, CA – Poway Unified School District is pleased to announce the appointment of two experienced educators whose combined experience will help strengthen the district’s commitment to inclusive practices, equitable access, and high-quality support for students with diverse learning needs.

Michelle Jilly has been appointed Director of Special Education for Poway Unified School District. She most recently served as a Coordinator of Special Education in Poway Unified and has held special education leadership roles since 2010. Her career also includes experience as a Program Specialist in Poway Unified as well as a Mild/Moderate and Moderate/Severe Education Specialist in the Escondido Union High School District. In addition, she serves as an instructor supporting the preparation of future educators. Jilly holds an Administrative Services Credential and a Master’s Degree in Education, along with credentials in K–12 Mild/Moderate Special Education, K–12 Moderate/Severe Special Education, and K–8 Multiple Subject instruction. With experience across all grade levels and a strong record of leadership within Poway Unified, Jilly is known for her student-centered approach and commitment to supporting inclusive learning environments.

Stephen Whittaker has been appointed Director of Special Education for Poway Unified School District. He most recently served as Assistant Principal at Rancho Bernardo High School and brings more than 20 years of experience in special education. His background includes roles as a Special Education Program Specialist in Poway Unified as well as a Certificated Specialized Academic Instructor in both Poway Unified School District and Santee School District. Whittaker holds a Bachelor of Arts in Liberal Arts and Sciences with a concentration in Psychology from San Diego State University and Education Specialist Instruction Credentials in Mild–Moderate and Moderate–Severe Disabilities from Brandman University. His career includes extensive experience in classrooms, district-level support, school administration, and navigating complex Individualized Education Plan (IEP) decision-making. He is known for clear communication and a collaborative approach to problem-solving, with a focus on equity, access, and building team capacity to best serve students and families.
