Dear Community Members,

Thank you for your interest in the Building for Success program funded by the Proposition U bond measure passed in November 2002. Proposition U is the $198 million local school facilities bond program designed to modernize 24 older schools in the Poway Unified School District.
A provision in the Proposition U measure required the formation of a Citizens’ Oversight Committee (COC) to oversee the bond measure and review and inform the public regarding the expenditure of the bond funds. This Community Report will provide an update on the activities and expenditures of the Building for Success program.
The Citizens’ Oversight Committee has continued to carry out its mission of monitoring and oversight of the program through regular meetings and receiving updates from PUSD’s facility staff and the Building for Success program management team. Specific activities have included reviewing new schedules and cost increases resulting from the impact of 27 inches of rain this past winter and discussing alternative project delivery methods, including general contracting, multiple prime construction management, and lease-build options.
Following a very busy summer, we are pleased to report that the Building for Success program is proceeding very well. Four major projects are under construction, with 119 contracts valued at $80 million. 
Design work and state approval for the next nine schools in the program have begun. The accelerated program schedule continues to be met, with adjustments to individual school schedules. Going forward, the COC will continue to be briefed on the challenges and proposed solutions of the overall Building for Success program and we will share those outcomes in future community reports.

Taxpayers Association Recognizes PUSD with its
 Golden Watchdog Award

The Poway Unified School District received a coveted 2005 Golden Watchdog Award from the San Diego County Taxpayers Association for saving taxpayers close to $9 million by refinancing school construction and modernization bonds approved by district voters in 2002. 

Golden Watchdogs are awarded to programs that exemplify efficient use of tax dollars. PUSD’s Bridge Financing initiative, as part of the Building for Success program, lessens the impact of inflation, ensures needed renovations for district schools, and completes the work sooner than anticipated.

“We are very impressed with the Poway Unified School District pulling from best practices in the business community,” said San Diego County Taxpayers Association President/CEO, Lisa Briggs. “Poway Unified is handling its bond proceeds just like a portfolio, and that’s exactly as it should be done.”

The San Diego County Taxpayers Association was founded in 1945 as an independent, civic-minded organization that monitors government spending and efficiency.
